In addition to a culture that focuses on the client, some of the characteristics of the good human service program are (1) effective service, (2) a clear identity, and (3) stable funding. Effective service is indicated by evidence that client outcome objectives (e.g., to improve school grades) are being achieved. A clear identity is shown by how staff act and communicate a common value, such as, reminding each other that the client comes first or that jobs are what we are all about. Stable funding refers to the ability to obtain necessary funds from sources that are not volatile with major changes in funding from year to year.
