The evaluator must have a clear sense of his/her role in the agency and the evaluation so that they foster cooperation in the evaluation and do not alienate agency staff. They must be careful not to get entangled in agency politics or personal affairs. Providing feedback in a careful, planful, and thoughtful manner needs to be weighed based on the seriousness of the concerns or questions raised by the workers. The nature of the study and the agreed upon process will guide an evaluator’s reporting back to the project team and administrators. The goal is to strive for engagement but maintain professional boundaries. The evaluator’s role is not to directly improve the agency through their own intervention, but to provide information that informs agency practices.
