It is the responsibility of the dentist to explain the nature and purpose of all proposed procedures, the benefits and the risks, the risk of refusing radiographs, and the role of the person performing the procedure. The dentist must accomplish this in lay terms and answer all questions before seeking informed consent from the patient.
