Terrorism is prevented through planning, investigation, gathering, sharing, and coordination of information and intelligence with other departments and state, regional, and national agencies. Working and planning with community groups for both attacks and reconstruction afterward is a solid proactive approach. Networking saves time, reduces danger, and increases political support as is seen by the chart on page 424 of the text.
