As early as 1599, Puritan ministers in England spoke out against wife-beating. Bringing this objection to America, the Puritans were the first to prohibit intimate partner violence through legislation. Puritan laws provided penalties for wife-beating, consisting of fines, whipping, or both. Since wife-beating was considered a social problem that involved the community, enforcement included "holy watching" by neighbors. The Puritan state also intervened to discipline disobedient wives on behalf of husbands.
