technologies improve efficiency and transparency, they also raise privacy concerns—and are
very costly. Body-worn cameras, less-lethal technologies, communications equipment, and
social media all require an informed and legal review of policies, practices, and procedures,
which should be developed with input from the community and constitutional scholars.
