Because of the need to confront the serious economic crisis quickly, much of the enabling legislation was hurriedly drafted, poorly written, and involved delegations on a
scale the nation had not experienced before. In Schechter Poultry Corp. v. United States, the U.S. Supreme Court found that the policy statement issued by Congress had conflicting goals. The court invalidated delegation given to the U.S. President to approve codes of fair competition for the poultry industry.
