All three parts of the criminal justice system (police, courts, and corrections) work to reduce crime through incapacitation or deterrence, but each also has its own specialized function. If one is not functioning properly, then the rest of the system cannot do its job. As criminal investigation is so early in the process, it is critical that the police identify and apprehend perpetrators, so the courts can adjudicate and corrections can punish.
