What will be an ideal response?
First, surveys are quite labor-intensive and expensive, so consideration should be given to the use of volunteers. Following are other key issues to resolve before developing a questionnaire:
• What are the specific purposes of the survey, and what kinds of questions will be consistent with those purposes? Without clear goals, the number of questions tends to mushroom. This increases the amount of time required to administer each survey, which is a burden on both interviewer and interviewee.
• How will the survey be administered – by mail, by telephone, or in person? There are advantages and disadvantages to each type of survey that should be explored prior to determining which type is to be used.
• How much time will it take to complete the survey, and is this a reasonable amount of time to impose on respondents? Remember that about 10 to 15 minutes to complete a questionnaire is reasonable. The key is to be considerate about demands on others.
