Why are health club contracts so heavily regulated by many states?

Health clubs became targets of consumer protection statutes due to the fly-by-night nature of some of the
agreements. This distrust by society led to regulation by the states, to the point of even limiting how long a
health club contract may last (i.e., its “term”). As a result of such regulation, many health clubs now offer
“no-contract” contracts, or month-to-month agreements.
