Why did the United States withdraw from the Treaty of Rome?

In 2002, the United States withdrew its support from the treaty establishing the ICC. The administration was concerned that the ICC would use the treaty to claim jurisdiction to try U.S. military and government personnel for war crimes. As a result, the United States enters into bilateral treaties with states to ensure that military and government personnel are not subject to the Court's jurisdiction.
