1. Presidents, occupying an office of weak constitutional powers, have to struggle to exercise leadership in government. Many of a president's powers are indirect, and a president must bargain with bureaucrats, legislators, and the public to convince them that his interests are the same as theirs.
2. To accomplish his goals and to fulfill the responsibilities of the office, the president wears six different hats: chief of state, chief executive, chief diplomat, commander in chief, chief legislator, and party leader. These hats can be thought of as tools at the disposal of the president that enable him to accomplish both his goals and duties.
