To assist developing countries in setting up vital records systems, international standards were developed so that the same data were collected across different countries. However, whether it is due to difficult terrain, political unrest, or lack of an established infrastructure, in much of the developing world the registration of vital statistics (such as birth or death data) is minimal or non-existent. This makes it difficult to compare birth or death records with other countries; to evaluate trends; and to calculate stable mortality data. For example, most countries in Africa have vital records coverage for less than 25% of its population.
