What will be an ideal response?
The reason why most American police departments were originally designed to be controlled by local communities is that the citizens wanted a police force that was accountable to the citizenry. The primary method of ensuring accountability was the influence elected officials had over police departments. Oddly, this same accountability is also one of the major drawbacks of localized control. As police departments are largely dependent upon the local community for funding, they may not always enforce law equally.
