Active Labor Market Programs (ALMPs) are government programs that intervene in the labor market to help the unemployed find work and prevent the social problems related to long-term chronic unemployment. Training programs—the most commonly used type of active policy—showed modestly positive effects. New Zealand, a welfare state with universal entitlements to health care and education coverage, underwent a somewhat similar welfare reform in 1996 (Kingfisher & Goldsmith, 2001). The reduction of the Domestic Purposes Benefit, which was designed to support single parents with dependent children, has facilitated and/or forced the entry of poor, single mothers into the workforce. A key component of the program was the expectation that benefit recipients would find jobs by the time their benefits were terminated. Barriers to employment of former welfare recipients (the majority of whom are single mothers) included finding reliable, consistent, and affordable childcare and transportation; family issues such as domestic violence and substance abuse; health problems; education, job skills, and labor market situation; and problems at work such as poor working conditions, low pay, and job location (Blumenberg, 2002; Ellerbe et al., 2011; Hildebrandt, 2009; Kossek et al., 1997, 2003; Michalopoulos et al., 2003; Ovwigho, Saunders, & Born, 2008). Lacking the skill to land stable, high-paying, and benefits-rich jobs, most of the working poor remain at or near poverty level, even when employed full time.
TANF Welfare reform ended 60 years of public assistance programs in which the sole criterion for continued aid was dependency, poverty, age, or disability. In 1997, Temporary Assistance for Needy Families (TANF) replaced conventional welfare benefits by providing a federal block grant to states, territories, and tribes. The federal funds cover assistance, administrative costs, and services targeting needy families (Administration for Children and Families, 2011).
