Most detention facilities lack the funds to incorporate rehabilitation programs for inmates. By placing someone on probation, there is an officer assigned to that person who plays a role in rehabilitation. Conditions can be placed on a probationer that helps the PO have leverage to manage them effectively. The fact remains that most prisoners are eventually released into the community, so even a little rehabilitation is better than no efforts at all. Every criminal that is rehabilitated can sometimes equate to several (would be) victims who are safe.
