After 9/11, the Department of Justice's Office for Victims of Crime established an International Terrorism Victims Compensation Program. The fund has distributed about $7 billion in financial aid to families of those wounded or killed in the attacks. The program determines the loss of income due to the loss of the family member being able to work either due to death or mental/physical impairment. Congress has also passed the Terrorism Risk Insurance Act in 2002 . This authorized the Secretary of Treasury, Secretary of State, and U.S. Attorney General to determine which injuries and damages were inflicted to American citizens. Once determined, the U.S. Treasury will pay 90 percent of the losses after reimbursement from the individuals' insurance policy.
