Most ethnic Russians who had lived in Central Asia had been sent to the satellite republics adjacent to Russia under the Soviet policy of Russification. When the Soviet Union broke up, many of these ethnic Russians were happy to return to their homeland in Russia. Furthermore, given that the reason for Russification was to establish Russian dominance over indigenous ethnic groups in the outlying republics, people in these regions were happy to see Russians leave their newly formed nation-states.
