Answer should indicate that in comparison to schools in middle and upper income neighborhoods, low-income schools have greater difficulty attracting and retaining highly qualified teachers. These schools have more than their fair share of the least prepared, inexperienced, and uncertified teachers who have great difficulty providing motivating, culturally responsive high-quality instruction in well-managed classroom environments. Poor schools tend to be larger, have higher student-teacher ratios, and have fewer human and financial resources. The answer to a remedy for the situation may vary but should include a plan for addressing the issue and the reason the plan is suggested.
