He expressed no support for the Provisional Government of Russia, particularly in its attitude toward the annexation of lands, and proposed a new, Soviet government, an abolition of police, the army and the bureaucracy, the seizure of all land for the people, and the concentration of all wealth in a single bank controlled by the Soviet of Workers' deputies.
