In what ways is a collective security system an alternative to a balance-of-power system?

In a balance-of-power system, power is decentralized among many states and states increase their own power or create flexible alliances to prevent any one state from dominating the system. In a collective security system, power is centralized; all states join an international institution and pool their military power together, forming a preponderance of power. If any state acts aggressively, the international institution will order that state to stop, and, if necessary, it could threaten that state with economic sanctions. While a balance-of-power system works against the greatest power, a collective security system works against the greatest threat.
