The Sedgwick County Community Corrections Home Surveillance Program (HSP) provides an additional restrictive level of intensive supervision in the community for identified high-risk offenders. This house-arrest program represents the most intensive supervision currently available short of placement in the residential programs. The county’s residential center provides in-house, 24-hour supervision and could be compared with a work release facility. It offers residents self-help classes during their off-work hours. Because the residential center is usually full, the HSP becomes an even more important part of the agency’s range of sanctions. Clients are sentenced to the HSP by the court, if recommended by community corrections evaluators, or are placed there after their graduation from the residential center or by other case managers who have experienced difficulty with them during intensive supervision.
