Drug arrests have nearly tripled since 1980, when the federal drug policy shifted to arresting and incarcerating users. In 2013, approximately 1.5 million state and local arrests were made for drug-related offenses, more than 50 percent of which involved the sale, distribution, or possession of marijuana and synthetic/manufactured drugs.
