In the problem-solution-action speech, there are three steps a speaker uses to persuade audience members. First, the speaker establishes the problem, so that audience members are aware that a problem exists and can focus on the specific issue being presented. Second, the speaker establishes a solution to the problem. Finally, the speaker tells the audience the specific actions they should take to address the problem presented.

In Monroe's Motivated Sequence, a speaker works through the following five steps. First, he/she must gain the audience's attention. Second, the speakers must establish a need by defining the specific problem that exists. Third, the speaker proposes a solution that will satisfy or address that need. Fourth, the speaker helps the audience to visualize how the solution will provide benefits to themselves and others. Finally, the speaker calls the audience to action.

Monroe's Motivated Sequence has the four steps in the problem-solution-action speech, but the steps of gaining the audience's attention and getting audience members to visualize how the solution will make things better for themselves and others are added.
