What will be an ideal response?
The Kaldor–Hicks criterion tells analysts to choose a project simply if it creates more benefits than it will cost. More commonly money is limited, and project(s) must be chosen that will produce maximum benefits. This calls for ranking projects according to the ratio of net benefits to initial costs. Policymakers begin with the best projects according to that ratio until the budget is exhausted.
