The purpose of the Motor Vehicle Theft Law Enforcement Act of 1984 was to provide a system of permanent identification numbers for most unmarked major component vehicle parts so as to discourage theft and ease the task of identification of recovered stolen vehicles and parts. The Anti-Car Theft Act of 1992 continued and strengthened these requirements.
