The guidelines include: (1) Problem identification/research questions: when identifying the problem and research questions, evaluators need to understand any assumptions that are being made about other races, cultures, or genders based on overgeneralization or unrepresentative experiences or prior research. It is important for the evaluator to incorporate others’ perspectives and accurately reflect the experiences of diverse participants in problem identification and research questions. (2) Evaluation design, including sampling: the evaluator should identify a wide range of demographic information about participants, and to be as precise as possible regarding various cultural definitions of demographic information; (3) Evaluation design: Data collection: collaborating with the project’s target population enhances cultural competency in evaluation and ensures that the right questions are asked with regard to participants’ backgrounds and that the evaluator can gain access to the population under study. (4) Evaluation design: methodology: cultural considerations can complicate some research designs. Evaluators should consider using culturally valid survey instruments, ethnographic interviews, and/or qualitative inquiry. (5) Dissemination and reporting: the evaluator should pay close attention to cultural issues when analyzing data and interpreting results from the evaluation. Evaluators should avoid using a deficit model, presenting differences as deficiencies. The results should also be interpreted to reflect the lives of the people studied, including asking persons knowledge about the population to review the data and results. Timeliness and accessibility are also important, along with presenting the information accurately, usefully and carefully.
