While different cultures may view certain parenting practices differently, such as the age at which children can be left home alone, if someone uses culture as an explanation for child abuse, particularly child sexual abuse, it should be carefully investigated. Even if a practice has a cultural origin such as female genital mutilation, child protective services have a duty to protect children from it. If I were investigating child abuse that was being veiled under the guise of culture, I would first try to learn all I could about the alleged cultural practices that may “condone” the abuse, but the bottom line is that most cultural defenses of child abuse (especially sexual abuse) are just attempts to justify behavior.
