In the classic conception of democracy, all citizens participate in decision making. This was only possible when a portion of the population is not permitted to participate, so that they may be responsible for other functions within society. In a representative democracy it is assumed that it is not possible for everyone to participate in decision making, so officials are elected and expected to fulfill the wishes of the majority.
