Answer: Not all states succeed in unifying their people into one nation-state. When a state is split by regional or other allegiances it is experiencing subnationalism. These subnational identifications may be strong enough to foster a separatist movement that seeks to exercise its self-determination and form a new country, often leading to civil war.
