Division of labor simply means that no one person is responsible for all of the work of the organization, rather the work is shared between many different people, based on their individual skill set. This is seen in policing through the utilization of different departments or units. Each unit or department has an area of specialization that over time allows them to develop an expertise in that area. Examples would include criminal investigation, SWAT, administration, internal affairs, and so on.
