Explain the process by which the United States Constitution can be amended. Are there any flaws to this process, in your view? How would you correct such flaws?

Any proposed constitutional amendment requires a two thirds vote of approval by the House and Senate. Once the proposed amendment clears Congress, it must then be ratified by at least 38 states to become a constitutional amendment. There are many possible flaws in the system, though it is fairly balanced in that the deliberative bodies of Congress must debate any proposed changes, which then are reviewed by the states. The student may have some interesting adjustments and the grade should reflect what flaw has been identified and how effective the proposed change would be in changing or addressing the flaw.
