Answer: The OADR is the ratio of people 65 years and older to those 20–64. If both numbers are approximately equal, younger individuals in the working age range can generate enough money to support the older group by paying taxes. In countries where there are lower birth rates and a rising population of elderly, there is an imbalance and consequently a crisis in how to pay for necessary services.
