Why can supplements with steroids in the ingredients be sold legally?

Since these supplements are not pre-approved by the FDA for sale, they can be sold without much scrutiny. The FDA needs to be made aware of a supplement that contains steroids before it can act by issuing a warning to the manufacturer or to the general public. If a supplement is not brought to the FDA's attention and it is sold on line, it may be hard to track it down to investigate its ingredients.
