The first (and most direct) answer would be yes for most, if not all CASE-designed systems. CASE tools help produce high-quality designs that are normalized, efficient, non-redundant, and have sufficient capacity and bandwidth.
The second answer, however, is more specific. Visible Analyst allows a designer to add what is called a Performance Index (PI) to any field or data item. The PI is not a primary key or foreign key. The purpose of a PI is to speed up data searches and improve performance, as explained in the following screens:
