(1) One is that, as labor-intensive organizations, universities have less ability than other industries to reduce their costs by investing in capital. Emphasis on quality has an influence in higher education, as well as at lower levels of the education system, including (2) demands for smaller classes and more personal attention, which increase staffing demands and costs. The emphasis on quality also calls for (3) investment in more technology in laboratories, computer centers, and the like--all of which is necessary (and expensive) but may not really improve the productivity of the institution.
