What is the value of long range earthquake prediction?

What will be an ideal response?

The major value in long range prediction is that is encourages long range planning. We know from comparison of damages done during large earthquakes in the U.S. and Japan compared to many other countries that we can minimize the damage with proper building techniques and attention to where we build. Other advantages would be to allow people to decide where they want to live with full knowledge of the potential hazards in the region.
