Describe the "Excited Utterance Exception" and the reason for the exception to non-testimonial evidence

An excited utterance is a statement relating to a startling event or condition made while the declarant was under the stress of excitement caused by the event or condition." The reason for the exception is that many crimes are "startling events" that cause victims and witnesses to make excited statements during or immediately after the event. If such statements are in response to the startling event, the trustworthiness of such statements comes from the fact that the victim or witness had no time to reflect and possibly fabricate the statements.
