It launched in 1929 and it used data gathered and reported by law enforcements agencies to create uniform definitions and statistics on crime. Leaders of law enforcement could use these data to compare crime in their jurisdiction to crime in other jurisdiction and across a period of time. These data would be collected in one central area and be made available to all law enforcement who needed it. The UCR Program was a data collection point to help those in law enforcement make informed decisions about public safety.
