The battle is kept alive during each presidential administration between the party in power and those seeking to limit their communications and promotional activity, who criticize such expenditures as “excessive” and “self-promoting.” For example, in 2015 the Senate Budget Committee Chairman used the democratic administration’s request to raise the federal debt limit as an opportunity to lambast their communications spending on “non-essential and inappropriate activities.” The White House defended the increased spending as necessary to keep the public informed on essential government services and the president’s policies.
