To persuade—when the goal is to reinforce, change, or influence attitudes, values, beliefs, or actions, the purpose is to persuade. Speeches aiming for increased spending for health care in your state or for a particular political candidate are examples.
To accentuate a special occasion—when the goal to celebrate or commemorate an occasion, this type is used. A wedding toast and graduation commencement speech are examples.
