Explain the federal government's progression in assisting victims and other witnesses in a state criminal case
What will be an ideal response?
Historically, victims were often mistreated in the federal government's court process. Victims would be required to appear and then wait for hours. They were largely ignored by the courtroom workgroup. Victims lost work, time from school, or family obligations without any support from the government. In the mid-1970's, the Law Enforcement Assistance Administration funded the first Victim/Witness Assistance Project. Pilot programs occurred in various parts of the country. The VWAP was charged with assisting victims through hotlines, counseling, emergency shelter, food, transportation, lock repairs, translators, and assistance in the recovery of stolen items.
