The victims of Katrina needed to hear how the government was responding to
their immediate needs. They also needed words of encouragement and hope.
That's what leaders do. Unfortunately, during the first days after the storm, this
kind of leadership was in short supply. And when the victims heard these words,
they seemed shallow. That's because during crises – as it is in more normal times
– actions speak louder than words.
