The development of rational classical criminology can be closely identified with the writings of Beccaria. In his essay, "On Crimes and Punishments," he argued for fair and certain punishments and believed that punishment needed to be certain, swift, and severe enough to outweigh the benefits of the crime in order to deter future offending. He believed that humans were hedonistic and egotistical; therefore, they engage in behaviors that bring them pleasure and try to avoid pain. Beccaria's ideas were used to develop the modern-day criminal justice system and are the bases for rational choice theories.
