There are various forms of abuse of power. The Knapp Commission has classified abusers into meat eaters who aggressively seek out opportunities to abuse their power and grass eater who accept payoffs when their duties put them in a compromising position. One view attempts to explain corruption and abuse of power from a financial standpoint as many police seek to and cannot achieve the coveted middle-class lifestyle. Additional views explain the propensity through the wide discretion that police enjoy as well as society's ambivalence toward many forms of vice-related criminal behavior that police officers are sworn to control. There are four general varieties of corruption: internal corruption, selective enforcement or nonenforcement, active criminality, and bribery and extortion. Different measures can be taken to control corruption. One approach to controlling misconduct is to strengthen the internal administrative review process as well as a more stringent accountability system. This holds that supervisors at each level are directly accountable for the illegal behavior of the officers under them. Outside review boards and special prosecutors can investigate reported incidents of corruption. Some jurisdictions have developed review boards that monitor police behavior and tactics and investigate civilian complaints. There is some opposition to this last approach, but the use of a review board can bring about improvements, including strengthening community relations, enhancing an agency's ability to police itself, and improving an agency's policies and procedures.
