Disagree. The FASAB, not the GASB, has authority to establish GAAP for federal agencies as indicated by SFFAS No. 34 on the GAAP hierarchy and through recognition of the FASAB as the GAAP authority by the AICPA. There is only one General Fund for the entire federal government; each agency that is financed by the general taxing and revenue powers and general borrowings of the federal government operates a "general fund" which is, in reality, a subdivision of the federal General Fund. The JFMIP "principals" now have joint statutory duty to establish federal financial reporting standards by publishing standards recommended to them by the FASAB.
