Although the W3C oversees and approves specifications for HTML and CSS, the manufacturers of Web browsers often create their own proprietary extensions. They also often incorporate the draft specifications that have not yet become official. This means that some CSS3 functionality may already be implemented in some Web browsers. This is the nature of HTML and CSS development. Just as the W3C proposes functionality, Web browser makers both incorporate proposed functionality and anticipate functionality that has not yet been proposed. The net result is that Web browsers generally support older standards well, but support for the most recent standards is unreliable. Similarly, older versions of Web browsers do not support the most recent elements, attributes, and styles. When a CSS feature appears in all major browsers without any significant differences, this feature is said to have cross-browser support. For critical components and functionality, you should always test HTML and CSS in Web browsers that are at least two years old.
