The UCR and NIBRS only reports crimes known to police; however oftentimes crimes are not reported to the police. The UCR relies on police departments to participate in the program. NCVS relies on victims reporting their crimes. There is a discrepancy because victims often do not report crimes (dark figure of crime) to the police, but will report them to NCVS. Other sources only collect data on specific crimes, like hate crimes or homicide. See pages 24-26 in text.
