Why when prosecuting a person for the possession of a controlled substance is the amount of the substance involved important?

To be guilty of possession, the defendant must be found with a useable amount. In addition, most state statutes create a presumption that if the amount possessed is more than would normally be used by defendant it is presumed that the defendant is possessing it for sale which a more serious crime.
