There are several reasons for this belief. First, public defenders and appointed attorneys are widely viewed as lawyers working for the government, just like the prosecutor. As such, many defendants view their appointed attorney as being in cahoots with the prosecutor and not having their best interests in mind. Relatedly, it is believed that people get what they pay for, and if they are getting an attorney for free, he or she must not be very good. Otherwise, this thinking goes, they would have a "real job."
